The concept of <em>Maslahat</em> or “expediency” that was used theoretically and within the framework of secondary rules until before the Islamic Revolution, resorted to the mechanisms of <em>Ijtihad</em> and dynamic jurisprudence after the victory of Islamic Revolution and was institutionalized within the Expediency Council to find appropriate solutions to the newly emerging issues. Such metamorphosis in the concept of expediency was an innovative move by Imam Khomeini who regarded governance as one of the primary rules of Islam prioritized over the secondary rules. The paper’s principal question is this: How semantic transformation of a concept can result in creation of new capacities for that concept? In response to the question, it should be said that the semantic transformation has changed the concept of <em>Maslahat</em> from its primary concept in such a way that it has become the theoretical basis and modern way of institutionalization in the structure of the Islamic Revolution. This library-based paper, developed through analytical-descriptive methodology, shows that government rules issued based on the expediency of the time, are among the primary rulings and in certain cases superior to those rules and enforceable. این مقاله در پی آن است که نشان ­دهد چگونه تحول معنایی یک مفهوم می­تواند مسیر حرکت جامعه را به سمتی خاص جهت داده و هدایت کند. مفهوم مصلحت که تا قبل از انقلاب اسلامی، به‌صورت تئوریک و در چهارچوب احکام ثانویه مطرح بود، بعد از انقلاب اسلامی با استفاده از سازوکار اجتهاد و فقه پویا، به دنبال ارائه راه‌حل مناسب، برای مسائل نوظهور، در قالب نهادی به نام مجمع تشخیص مصلحت نظام، خود را نشان داد. این دگردیسی در مفهوم مصلحت، از ابداعات امام خمینی بود که حکومت را از احکام اولیه اسلام و مقدم بر احکام فرعی می‌دانست. سؤال مقاله این است که چگونه تحول معنایی یک مفهوم می‌تواند منجر به شکل‌گیری ظرفیت­های جدید برای آن مفهوم شود؟ در پاسخ بیان می‌شود که تحول معنایی مفهوم مصلحت از معنای اولیه آن را به‌گونه‌ای متحول ساخته است که مبنای تئوریک و نهادسازی نوینی را در ساختار جمهوری اسلامی به وجود آورده است. این پژوهش به روش توصیفی - تحلیلی و مبتنی بر اسناد کتابخانه­ای صورت گرفته و نشان می‌دهد احکام حکومتی‌ که بر اساس مصلحت وقت صادر می‌شوند، جزء احکام اولیه و در مواقعی بالاتر از آن و لازم‌الاجراست. https://matin.ri-khomeini.ac.ir/article_142856_1ac9cff2c246c57c842ae7e18ff24749.pdf
