The understanding and knowledge of concepts such as development, culture, and cultural development is of great significance in the destiny of nations, including that of Iranian nation. The first dawn of cultural development is seen in the Islamic Revolution and in the course of its victory and culmination and most of the slogans and objectives of the revolution were related to cultural development. After the victory of the Islamic Revolution, the explanation of a comprehensive strategy for cultural development was felt as a national need by the officials. Imam Khomeini’s viewpoints about culture and cultural development as well as its dimensions and objectives is one of the fundamental requirements of the country and a solution for cultural development of the country today. In the first place, various definitions of the concept of development and cultural development have been given in this paper and then the most important dimensions, features and objectives of cultural development from the viewpoint of Imam Khomeini have been discussed. توسعة فرهنگی به معنای ایجاد تحول و خلق ارزش‌ها، روابط اخلاقی و هنجارهای مناسب است که برای ارضای نیازهای آدمی، زمینه‌های لازم را در قالب اجتماع فراهم می‌کند. فهم و شناخت مفاهیمی چون توسعه، فرهنگ و توسعة فرهنگی، در سرنوشت ملت‌ها و نیز جامعه ایران حائز اهمیّت است. اولین طلیعة توسعة فرهنگی در انقلاب اسلامی و در روند پیروزی و تکامل این‌انقلاب به چشم می‌خورد و بیشترین شعارها و اهداف انقلاب متوجه توسعة فرهنگی بوده است. بر این اساس، پس از پیروزی انقلاب اسلامی، تبیین استراتژی جامعی در امر توسعة فرهنگی، به منزلة یک ضرورت ملّی، مورد توجه مسئولان قرارداشته است. دیدگاه‌های امام خمینی درباة فرهنگ و توسعه فرهنگی و ابعاد و اهداف آن یکی از نیازهای اساسی جامعه و راه‌کارهای توسعة فرهنگی در کشوراست. دراین مقاله ابتدا تعاریف مختلفی‌از مفهوم توسعه و توسعة‌فرهنگی داده شده و سپس مهم‌ترین ابعاد، ویژگی‌ها و اهداف توسعه‌فرهنگی از دیدگاه امام خمینی بیان می‌شود.
