Religious leaders and modernization in Iran during the second Pahlavi period (first part)

Abstract
This article explains and analyzes the positions of the great Shia jurists (except Imam Khomeini Qudssera) regarding the modernization (modernization) model of Pahlavi II (in 1320-57) and seeks to answer the question that the positions of Shia jurists regarding the Pahlavi modernization model How was the second one? In order to answer this question, while making a passing reference to the nature of Shah's modernization model, the author investigates the positions of the jurists using the "content analysis method" and evaluates the statements, documents and letters of these jurists in the mentioned years and shows that the mentioned jurists despite some disagreements or Conservative or radical tendencies criticized the model of modernization in the second Pahlavi era from almost a single point of view.First of all, they believed that the government is either a dependent or a tool of colonialism and tasked with implementing the reform programs dictated by it, and since they had a very negative attitude towards colonialism and its performance in the Islamic world, they viewed any action of the government with skepticism. And they strongly opposed the extra-legal actions of the government to carry out reforms. Secondly, due to the rational foundations of Shiite Islamic jurisprudence, they not only did not oppose the principle of reforms, but they considered the way of implementation of reforms by the government to be non-native and inconsistent with the country's specific conditions, and they even considered its consequences unfavorable for the interests of the country. It should be noted that Imam Khomeini's position will be discussed in another article in the future due to its importance and scope.
